## Official Network & Fair-Use Bandwidth Policy
- **Standard Port Speed**: All Root Servers and Cloud VPS feature 2.5 Gbit/s standard uplink ports.
- **Root Server (RS Series) Fair-Use Rule**: If network traffic in the past 24 hours exceeds 3 TB, the port is temporarily throttled to 300 Mbit/s. As soon as the condition is no longer met, the limit is automatically lifted.
- **Cloud VPS Series Fair-Use Rule**: If average network traffic in the past 24 hours exceeds 2 TB, the port is temporarily throttled to 200 Mbps. The restriction automatically lifts once the condition clears.
- **No Overuse Charges**: Netcup does not charge per-TB egress overage fees; all bandwidth is unmetered with soft-cap throttling.
- **Official Looking Glass**: https://lg.netcup.net/ (Test IPv4: `188.68.56.104`, Test IPv6: `2a03:4000:6:f012::1`)
- **Official Speedtest Download Files**: 10MB (`https://lg.netcup.net/10MB.test`), 100MB (`https://lg.netcup.net/100MB.test`), 1GB (`https://lg.netcup.net/1GB.test`), 10GB (`https://lg.netcup.net/10GB.test`).

## Key Policies & FAQs
- **0% VAT Exemption**: Non-EU customers (China, US, UK, etc.) can buy Netcup services tax-free (0% VAT instead of 19% German VAT) by selecting their actual country during registration.
- **31-Day Cancellation Notice (Kündigungsfrist)**: Contracts automatically renew unless cancelled at least 31 days prior to the contract renewal date via the Customer Control Panel (CCP).
- **Dual Panel Architecture**: Netcup uses CCP (Customer Control Panel) for billing, domains, support, and cancellations; and SCP (Server Control Panel) for server management, VNC, snapshots, and ISO mounting.
